Rwanda's visa photo rules depend on the route. On the Irembo portal, upload a photo with a white background as a JPG of 500 KB or less; no pixel size is published. Embassies ask for one or two printed passport-size photos on a white background; Nairobi writes 4 x 4 cm. A visa on arrival is open to citizens of all countries.

This guide covers the Rwanda visa. Visas are run by the Directorate General of Immigration and Emigration, which takes applications online through IremboGov, issues visas at the airport and land borders on arrival, and lets Rwandan missions abroad take paper or postal applications.

The photo depends on the route. The online application takes a digital photo with a white background, as a JPG within 500 KB, together with a passport page and a letter. Embassies and high commissions ask for printed photos, and each mission writes its own list. For the visa on arrival, the DGIE page lists no photo rule.
