Syria photo specifications
Photo sizes and rules for 3 documents issued in Syria, taken from the issuing authorities and linked to their official pages.
At a glance
Syrian embassies ask for two colour passport photos, 4 x 4 (40 x 40 mm), on a white background with dark clothing. The personal ID card has no published photo size; for the new card, photos are to be taken at dedicated centres once registration opens after the first quarter of 2027. No current official source sets a visa photo size, and the e-visa portal is not open.
Overview
Two ministries handle these documents. The Ministry of Interior issues passports through its Immigration and Passports Directorate and the personal ID card through its civil affairs administration. The Ministry of Foreign Affairs and Expatriates runs passport services at Syrian embassies and consulates, booked through its MOFA SY app, and sets visa fees.
The photos differ. Passport applications at a mission need two printed colour photos, 4 x 4, with a white background; the Prague embassy asks for 4.5 x 3.5 instead. The ID card photo is stored in the electronic civil record, and for the new card it will be taken at the registration centres. For visas, no national photo rule is published, so any photo requirement comes from the mission handling the application.

Frequently asked questions
At Syrian missions abroad, the Foreign Ministry asks for 4 x 4 photos with a white background for every passport service (first issue, renewal, replacement and full pages) and for the one-time laissez-passer to return to Syria.
Passports, yes, by appointment through the MOFA SY app. The personal ID card, no: the law ties it to civil registry centres in Syria and it is not on the ministry's list of consular services. Missions can issue civil status extracts instead.
The Foreign Ministry made its MOFA SY booking app available at all missions on 13 November 2025, the Interior Ministry is preparing a new ID card with registration expected after the first quarter of 2027, and entry for visitors follows Decision No. 128 of 1 July 2025.
For passport and laissez-passer photos taken to a mission, yes. No background rule is published for the personal ID card or for visas, where the photo, if any, depends on the issuing centre or mission.
