At a glance

Yemeni passport photos follow the rules of the mission that handles the application: 40 x 60 mm in The Hague, 2 x 2 inches in Washington, 5 x 5 cm in Kuala Lumpur and 4 x 6 or 5 x 5 in Riyadh, always on white. Visa applications use a 6x4 cm portrait on white. For the national ID card no photo is requested; the civil registry captures it.

Overview

Three bodies issue the documents covered here. The Immigration, Passports and Nationality Authority, based in Aden, issues passports through offices in Yemen and through embassies and consulates, and approves visas that missions then stamp into foreign passports. The Civil Status and Civil Registry Authority issues the national ID card, now a smart card, at registry offices in Yemen and at centres in the Riyadh and Kuala Lumpur embassies.

Photos are handled differently for each. Passport and visa applicants supply their own colour photos, printed for postal and counter applications or uploaded for Riyadh's online passport service and the e-visa portal. ID card applicants bring documents and witnesses instead, and are photographed when they apply. Since the conflict, offices in Sana'a also issue passports and ID cards, and services abroad vary from one mission to the next.

Frequently asked questions

No. Each embassy publishes its own: The Hague uses 40 x 60 mm, Washington 2 x 2 inches, Kuala Lumpur 5 x 5 cm and Riyadh 4 x 6 or 5 x 5. White backgrounds are common to all of them.

Passports and visas do. The national ID card does not: the Kuala Lumpur checklist and the Ministry of Interior form ask for no picture, and Landinfo reports that the registry office photographs applicants.

Embassies and consulates send applications to the Immigration, Passports and Nationality Authority for approval. The Hague forwards its applications to the Consulate General in Frankfurt, and Washington sends them to the Authority through an automated system.

Not everywhere. Washington is not issuing tourist visas, The Hague has put most visa requests on hold, and London's website was under maintenance on 2 November 2026. Passport renewals continue by post or appointment at the missions checked.
